There are a number of honor leaping choices you can make in chapter 6 to get at least to 51%. That and you can just sit at the donation box in camp in chapter 5 and donate $20.01 over and over to bump your honor too. Has to be at least 20.01 to get a ‘big’ honor chime. There are no low honor exclusive outfits.

Honor won’t increase. I’m going for maximum high honor and my bar seems to be stuck, I’ve gained a ton of honor from random events and throwing back fish but my bar won’t increase anymore. Right now, my perk is 25% off at all stores. If you in chapter 2 then you can't max your honor. You'll need progress further for max level.

The name of the game has the word Redemption in it. Honor is limited either way so it can allow you to change direction and still reach the max level after changing. On the plus side this mean you can be as bad as you want early in the game and not have to worry about it. BLM actually stands for Bureau of Land Management.
We did this often and found ourselves already at around 75 percent Honor at the start of chapter three. On the other hand, lowering your Red Dead Redemption 2 Honor level is far easier. All you have to do is just be as bad as you can possibly be. Kill anyone, steal all the time, antagonize random NPC’s, and just be an overall jerk.
To keep track of your honor press [d-pad down] and check the bar [at] the bottom of the screen. If the bar is on the left (red) it means dishonorable. To the right (white is honorable). Lasso them but DONT HOGTIE THEM and drag them to the river and wait for them to drown. If they are still being dragged u won’t lose honour. It’ll take a while but it works. Just stock up on health cures. You can lasso any NPC and drag them into water. Don't hogtie them, just drag them to the water to drown.
